At the Labour Party conference on 29 September, the Prime Minister announced plans for a National Care Service in England, offering free personal care for older people.
If you care for an older relative, or you're arranging care right now, it's natural to wonder what this means for you. This guide sets out what has been announced, what hasn't been decided yet, and what to do if you need care in the meantime.
The plans are for a publicly funded National Care Service, modelled on NHS principles, which would provide free personal care to older people based on their needs rather than their ability to pay. The details are to be drawn up before the next general election, with the service rolled out over the following Parliament.
The government has since confirmed that free personal care would apply to people aged over 65. It does not currently extend to working-age disabled adults.
Baroness Casey's commission on adult social care is advising on how the new system should work, and the announcement links reform closely to pressures on the NHS, including people waiting in hospital because suitable care isn't available.
Personal care generally means help with the essential tasks of daily living, such as:
As the Nuffield Trust has pointed out, the exact definition for the new service hasn't been set out yet, so it isn't clear which tasks will be included.
Scotland has offered free personal care for older people since 2002, extended to all adults in 2019, so a version of this model already exists elsewhere in the UK.
Not yet. The plans are for the next Parliament, and there is no start date. More detail is expected around the Autumn Budget on Wednesday 28 October.
Nothing has changed yet. Anyone who needs care this autumn and winter will be assessed and charged under the current rules.
At the moment, care in England is means-tested. If your local council arranges your care, it will look at your income, savings and other assets to decide how much you contribute.

One difference families often don't realise is how the home is treated. For care at home, the value of the person's own home is not counted. For a permanent care home placement it usually is, unless a partner or certain other relatives still live there.
There is also financial help worth asking about:
The rules can be complicated, so it's always worth taking independent financial advice before making decisions about paying for care.
If a loved one needs support now, our advice is not to put off arranging care while waiting for a future scheme. Support that starts early often helps people stay independent for longer, and it takes pressure off family carers.
